wmo in window vista question

i post this question on behalf my friend.

hope all master can help .

1 ) after install WMO 3.71 ver. english, (latest version)
2 ) when run the patch , it show connect FTP error.

is this same error with run time error .?? :91:

any way to solve this problem ?
